Council Testimony
I oppose Bill 51
I am writing to voice my opposition to Bill 51, which I understand is intended to stop volunteers and non-
profit organizations from feeding community cats on County owned property. Feeding community cats is
humane, results in a healthier feral cat population, some members of which become adoptable family
pets. When combined with a spay, neuter, release program for non -adoptable cats this leads to a
manageable, friendly community cat population.
The actions of these volunteers do not cost the County time or money. A healthy, friendly, managed
community cat population shows residents and visitors alike that Hawai'i is filled with compassionate
people who embrace humane, proven measures to address a situation. Sick, starving feral cats send the
opposite message. I cannot understand why the council would even consider passing such a cruel,
inhumane bill.
