Dear Council Members,
It is cruel, to criminalize feeding and bettering the lives of homeless pets. It is also cruel to ban spaying and neutering of
pets. As you know this beautiful Island has a sad and brutal secret that is a lack of animal welfare. It is incumbent upon
the human race to do good for innocent beings when we can, and today we can —and must!
