Testimony Supporting Bill 51
write in strong support of Bill 51, which prohibits feeding feral animals on County property. This is a critical step to
protect our native wildlife, especially endangered species like the nene, from the devastating impacts of invasive
predators like feral cats.
As someone who has personally witnessed the harm caused by feral cats, I cannot stress enough how urgent this issue is.
Feeding these animals in our parks creates unsafe conditions for both wildlife and people. The smell of cat waste makes
public spaces unpleasant, while the spread of diseases like toxoplasmosis threatens our native birds.
Bill 51 offers a compassionate but firm solution. It's not about punishing kindness, but about redirecting that compassion
toward protecting Hawai`i's irreplaceable native species. I urge you to pass this bill without exceptions or loopholes that
would undermine its effectiveness.
