I oppose your attempt to not allow feeding of abandoned cats on county land, Bill 51 is just pE�ain wrong.
The cats are not the problem.
It's a reactive response to an issue that the State, DLNR and Hawaii County have never addressed in my
40 yrs of living on Hawaii Island.
Hawaii Island has no real humane society. No animal control contract and no spay/neuter programs
available to It's residents.
Thank God for all the 501(c) non profits that have formed and stepped up to spay and neuter cats and
dogs. They're actually doing the community and state a great service. One that the humane society has
never provided, free spay & neuter.
You've completely ignored the problem and want to punish those compassionate individuals who don't
want to see cats starve to death.
Mayor Alameda said that abandoned cats was a priority, but has done nothing.
DLNR has left thousands of cats to starve to death on state land and Waikoloa Beach Resorts as well as
many other areas of the big island.
If cats are such a problem for this state, why hasn't the state DLNR put together a program to trap and
euthanized all the abandoned cats?
They just terrorize cat feeders, of which many are kapuna, with citations and arrest.
The people who have to leave the island for numerous reasons have no options as far as surrendering
their animals, cats & dogs. So they abandon them and leave them behind. It's absolutely inhumane to
starve animals to death. It's considered animal cruelty under the language of the Humane Society of the
United States. Hawaii is still part of the United States.
Cat feeders are not evil people, they are compassionate animal lovers who spend their own time and
monies trying to provide these animals with food and water. And you want to fine and arrest them!
Please find a productive way to deal with animal over population. Maybe mandatory spay neuter for all
animals.
A program that addresses the root cause of the problem, animal abandonment.
Please Do Not pass Bill 51.
It punshes innocent tax payers and does absolutely nothing to address the problem.

PS: What is the county and state goingto do about allthe chickens being dumped in residential and
commercial areas. Waikoloa Village has HOAs the do not allow farm animals. Yet we are completely o er
run with chickens and roosters being dumped here on a regular basis.
