HomeMy WebLinkAboutRES 251 Draft 01 2024-2026A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF LATER FISCAL YEARS TO ENTER INTO A MULTI-YEAR LEASE AGREEMENT FOR REAL PROPERTY TO BE USED BY THE HAWAI‘I POLICE DEPARTMENT.
WHEREAS, Section 10-11 of the Charter of the County of Hawai‘i (hereinafter “the Charter”) provides, in part, that “any contract, lease or other obligation requiring the payment of funds
from the appropriations of a later fiscal year or of more than one fiscal year shall be made or approved by resolution”; and
WHEREAS, the Hawai‘i Police Department (hereinafter “the Department”) wishes to enter into a multi-year lease agreement with GEC Development Group, LLC. (hereinafter “the Lessor”), with
a term of five years commencing September 1, 2025 and with four options to extend the lease an additional five years; and
WHEREAS, the purpose of executing this agreement is to re-establish a satellite police office in Pepe‘ekeo, which is approximately fifteen minutes from the Department’s headquarters
in Hilo; and
WHEREAS, re-establishment of a satellite office in Pepe‘ekeo will better serve the community by facilitating faster response times and increasing access to police services;
WHEREAS, having a consistent and visible law enforcement presence also helps to strengthen community trust and serves as a proactive deterrent to criminal activity; and
WHEREAS, approximately one hundred and twenty (120) square feet of office space, located at 28-2903 Hawai‘i Belt Road, Pepe‘ekeo, Hawai‘i 96783, will be leased under this proposed agreement;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that the Mayor is hereby authorized to enter into a multi-year lease agreement with the Lessor for a term of five years, with four
five-year lease extension options, for the purposes hereinabove described.
BE IT FURTHER RESOLVED that, in accordance with Section 10-11 of the Charter, sufficient funds be budgeted in later fiscal years to cover the anticipated obligations of the County under
the terms of the agreement.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable C. Kimo Alameda, Mayor of the County of Hawai‘i; Diane T. Nakagawa, Director of
Finance; Renee N. C. Schoen, Corporation Counsel; the Chief of Police, Hawai‘i Police Department; and GEC Development Group, LLC., P.O. Box 608, Pepe‘ekeo, Hawai‘i 96783.
