Aloha, I am submitting this letter that I OPPOSE BILL 5111 believe that time & money would be better spent with trapping
and neutering programs, and having a facility where people could take unwanted animals and not dump them! We
should NOT be putting our time and money fining people for feeding these helpless animals! My 85 year old Mother is
one of these kind hearted people who everyday with her walker and food that she buys with her social security check
goes out on county land and feeds. She has ask for help from the animal control to trap and spayed a female cat who
was dumped as a kitten, who has now has had 11 kittens of her own. Starving these animals is not the answer! 11
