Subject: OPPOSE BILL 51
Aloha - I strongly oppose this bill 51 by fining people who feed feral
animals on a county owned property. What problem are you trying
to solve with this approach to fine people?
How do you see fining people for feeding stray cats and dogs better
than rewarding people for taking an initiative to either home these
animals or support catch, neuter or spay, release programs?
Passing a law to penalize instead of foster a positive approach to
control the feral population, is destined to fail to solve anything
positive, and only divides the county officials and police even more
from the people they work for and represent, us as citizens. By
penalizing people ,you are sending a message that it's legal to
watch animals starve, and illegal to intervene to help suffering
animals, and instead, allow feral animals to suffer and die for the
sake of the county. That is not Aloha, that is morally wrong and I
very much oppose this bill.
