Subject: OPPOSE BILL 51
Please do not let Bill 51 pass. Criminalizing the management of care for colony cats will just cause more
problems. These colonies are fed and managed by volunteers who trap, neuter and return (TNR) by the
person who feeds them. It is the only way to trap and sterilize these cats to keep them from breeding.
Some also have a chance to be fostered and re homed (if friendly) as part of the management program
since they were dumped or abandoned and were never feral. There are clinic groups (Aloha Animal Oasis)
in Kona who are working on creating sanctuary's for these homeless kitties so they can be slowly and
safely relocated. That is where support is really needed from the County! Animal Control and HIHS are
already overwhelmed.
We need more alternative solutions instead of creating unthinkable suffering of innocent cats. Not only will
these cats suffer but will also find alternative ways to survive and breed if not allowed to be fed and
managed by rescue groups and clinic coordinators. A lot of these cats are already fixed and just need to
live out the few years they have left. Why cause all this suffering and animal cruelty. That is not a solution
nor is it humane.
