Aloha County Council,
I am in strong opposition to bill 51.

I am a resident of Hawaii for the past 25 years. I first came to Hawaii in 1985 and didn't notice the stray
animals then that I noticed on Oahu in 1999 and also currently on Hawaii island.
This is a massive problem to our native flora and fauna!
Studied have found that trapping and neutering animals has drastically reduced the overpopulation and
disease we are beginning to see here on the big island.
This legislation not only goes against the good that people are voluntarily doing (with their own time and
resources) to help trap and neuter animals but also treat them for disease and also finding homes and
getting them off county land.
It seems there are many other options, to utilize the already organized volunteers, to work with our
county and organize solutions to prevent and treat this current problem.
We need strict law enforcement of people dumping animals! These are the people creating the ongoing
issue.
Also if I could tell you how many native fauna I'm seeing poisoned now -including the native Hawaiian
pueo... this sickens me to think that the intelligence and aloha Hawaii once had could possibly be
replaced with apathy and ignorance.
I'd love to connect and share data, research, and alternate options we as a county have, in order to
maintain our healthy ecosystem and get domesticated animals back into homes and out of our forests
and off our beaches.
