My name is Leonani Nelson,
and I am a resident of Hawaii County. I am writing to strongly o6bose M51.
This bill would unfairly criminalize kupuna, volunteers, and kind-hearted individuals who are simply
trying to care for abandoned cats on county lands. These people are not causing harm —they are helping
manage a serious issue with compassion and responsibility. Penalizing them would discourage humane
action and worsen the problem of stray and feral animals in our communities.
Rather than punishment, I urge the Council to consider solutions that support animal welfare efforts —
such as expanded Trap -Neuter -Return (TNR) programs, education, and cooperation with rescue
organizations.
Please do not pass a bill that punishes kindness and hurts both animals and the people who care for
them.
