Subject: Oppose Bill 51
I oppose Bill 51. We should not criminalize those who feed stray cats. These cats are not feral but
dumped by cruel people. Hawaii county does nothing to combat cat overpopulation by funding
spay/neuter programs. To deny these stray cats food and medical services is animal abuse. To fine or
criminalize those who care for these unwanted animals is a criminal act in itself.
