Subject: Bill 51-- inhumane, negative, counterproductive

Aloha council members,

Bill 51 embodies the opposite of what I feel our county should be doing to show that we're
not the
heartless, cruel, ignorant, counterproductive feds. Leaving animals to starve solves nothing and just
shows our lack of compassion as well as inability to solve community issues as a team.
I was feeding a stray cat with the purpose to rescue her and bring her to the humane society. Meanwhile,
she became pregnant. Long story, but it took 3 months for me to gain the brood's trust. Last week I (with
an ad hoc, unexpected team including a homeless man, a tourist, and a cat loving neighbor), managed to
rescue all4 of the cats. The whole situation was made even more challenging because of a family who
was threatening me and the cats while I was trying to rescue them.
But guess what. Our little village stopped a new colony of cats from forming on bishop estate and county
property. (In fact, the kittens were born on a parcel at keauhou bay that was just purchased through
PONC). Without the realistic planning, caring, coordination and aloha put forth in that protracted effort,
we were able to carry our a humane, successful rescue of those beings. (2 already adopted).
So please don't let your heads goto a negative, angry, "no can do", mean and negative place that
requires and allows excuses for humans to be cruel to starving our fellow creatures. Say "NO" to Bill 51.
And please find new, creative ways to help our community spay and neuter those animals in a cost-
effective and, again, humane way.
