Aloha!
In order to gain the trust of these precious cats, people need to feed them then the cats can be trapped and fixed so the
population can be decreased.
Instead of creating bills like this, the state and county need to provide funds and a sanctuary for getting this issues under
control.
Numerous volunteers and nonprofits are already doing this daunting task the best they can without the help from local
authorities and agencies.
This is not a feral cat problem, this is a human problem, created by humans and it needs to be fixed by humans, not by a
bill.
