Subject: Testimony in Support of Bill 51— Prohibiting the Feeding of Feral Animals on County -Owned or Managed
Properties
Aloha,
My name is Kiane Prietto HISAM 2025 Winner, and I am writing in strong support of Bill 51. This measure
is an important step toward protecting both public health and Hawaii Island's fragile ecosystems.
In addition to the concerns already outlined in the bill— such as the risks of predation on native wildlife,
property damage, and the spread of disease— I would like.,to highlight another seri,Qu8#Jssue tied'tothb
feeding_of„fecal,animals: the urrir tended support of.invasive snail'.spe_cies carry%ng Rat Lung Wo_rm', These
food stations not only attract cats, pigs, goats, and chickens, but also provide resources for invasive
snails that can spread diseases such as rat lungworm (Angiostrongy(us cantonensis).
By reducing food sources left on County lands, we can help limit the spread of these invasive snails,
protect our native species, and reduce the risk of rat lungworm disease to our communities. Bill 51 is a
sensible, necessary measure that supports a healthier, safer, and more ecologically balanced
Hawaii Island.
