This program includes certified caretakers, designated feeding stations, data collection, and targeted sterilization — all of which are essential components for reducing cat populations overtime. This pilot program aligns with national best practices that have proven successful. Bill 51 prohibits the feeding of feral or stray animals on County -owned property. I urge you to amend Bill 51 to clearly state that "approved caretakers under county -recognized programs are not in violation of the law." Without this clarification, the bill risks undermining the pilot program, which is just beginning to build trust within the community. We need community support, and it is crucial for trained and supervised individuals to feel secure in their efforts, rather than fearing legal repercussions for working on this management program. Please consider this request as we develop a pilot program that benefits the environment, the animals, and our community.
