On behalf of Laulima Conservation LLC, a Hilo -based business focused on engaging the comtwunitywith
native species conservation, I write in strong support of Bill 51, which would=prohibit the feeding of feral
animals on County of Hawaii property. This legislation is a critical step toward protecting Hawai`i's
native species, public health, and the ecological integrity of our shared spaces.
Feral animal feeding —especially of cats —has already contributed to the decline of endangered wildlife.
Feeding stations are rarely cleaned, allowing feces to build up, contaminate soil and water, and
endanger both people and wildlife with the spread of Toxoplasmosis
Feral pigs and goats also pose well -documented threats, contributing to the degradation of native forests
that are vital for providing clean water for the island.
Feral chickens have become a growing nuisance, spreading parasites (like avian pox and malaria) and
degrading habitat as well.
The purpose of our parks, as stated in Section 15-1 of the County Code, is to be "safe, beautiful, and
accessible for the enjoyment of all members of the community." Irresponsible animal feeding directly
contradicts this mandate. Feral animal feeding introduces diseases, encourages animal congregation
near roads and walkways, and makes these spaces unsafe for the public.
We strongly oppose any provision to allow permitted feeding on county property. Bill 51 aligns with
Longstanding state and federal conservation goals. Agencies like DLNR and the Hawaii Invasive Species
Council have consistently warned that feeding non-native animals undermines invasive species control
and native species recovery.
This bill is not about lacking compassion —it is about ensuring that well-meaning actions do not Lead to
irreversible harm. Feeding feral animals on public lands has already led to preventable deaths, degraded
ecosystems, and health hazards. Bill 51 provides a necessary, enforceable solution.
