Instead of helping to support the many people filled with compassion, who are trying to help as best they can a situation that the county has not given much consideration or assistance to in the past, this is your solution? You would actually propose charging and fining people that spend their own time, their own money to feed, provide medical care and love to creatures that have been cast aside? Have you ever once, in your no doubt, exhaustive research of this problem, talked to the people doing the actual work?? Do you understand that a great deal of these caretakers are kupuna? They are certainly not rich, influential folks out for a day of fun — as evidenced by this disgusting bill. Most are struggling to make ends meet themselves, and yet they still find the money to buy a bag of food, or the time, gas, and patience drive back and forth to get these cats medical attention, to get them fixed. Bill 51 is a perfect example of a council serving the squeaky wheel of outliers, and not performing due diligence. Yes, we have a problem. But, instead of looking for the root cause of this issue, speaking with the people that have the experience and common sense solutions, you folks, sitting up in your nice air-conditioned offices, have decided to hurt your own constituents, instead of helping them.
