Ignoring the plight of dumped -by -locals cats will result in a horrible situation. The cats will be forced to forage wildlife and will likely spread out away from the colonies seeking food and water. This approach will not handle the feral cat problem. Educating the public will handle the feral cat problem. Making spay and neuter clinics available to everyone who cant afford them (which apparently is most everyone on the island). Enforcing the anti - animal dumping laws would help. Financing a robust humane society would help. People dump entire litters of kittens, damning them to a certain death from starvation as they cant even access the provided food at the age they are dumped. You outlawing feeding isn't going to fix that. They dump sick animals. They dump roosters (not fighting roosters, THOSE ARE VALUED). People will sneak in to feed them, caring humans cant abide the starvation and forced migration of the colonies in their pursuit of sustenance. There is s cat problem, no argument there.
