Notice is hereby given that the Hawaii County Council will be conducting this meeting via interactive
conference technology (ICT)pursuant to Hawaii Revised Statutes §92-3.5. Council Members will be
participating via ICT at the:
• Kona Council Chambers,West Hawaii Civic Center, 74-5044 Ane Keohokalole Highway,
Building A
Members of the public may also attend from this location.
Public attendance via Courtesy Site is available at the following locations:
• Ocean View Community Association, 92-8924 Leilani Circle;
• Pahoa Council Office, 15-2879 Pahoa Village Road; and
• Waimea Council Office,Parker Square, 65-1279 Kawaihae Road, Suite 109.
If a Courtesy Site is unavailable and/or participation is disrupted, the scheduled meeting will continue.
Oral Public Testimony via Zoom: To provide oral testimony via Zoom, email

the County Clerk's Office in Hilo at 25 Aupuni Street, Hilo, Hawaii, 96720. All written testimony,

Res. 250-25: AUTHORIZES THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL
AGREEMENT WITH THE UNITED STATES OF AMERICA, FEDERAL BUREAU
OF INVESTIGATION, HONOLULU DIVISION, FOR THE HAWAI`I FINANCIAL
CRIMES TASK FORCE
Allows the Hawaii Police Department to assist with identifying and targeting for
prosecution individuals and groups responsible for financial crimes where there is or
may be a federal investigative interest.

BILLS FOR ORDINANCES
Bill 68: INITIATES AN AMENDMENT TO ARTICLE VI OF THE CHARTER OF THE
COUNTY OF HAWAI`I (2024 EDITION), RELATING TO THE ESTABLISHMENT
OF A DEPARTMENT OF BUILDING
Establishes a new Department of Building with the authority to regulate building and
construction-related activities; creates a Director of Building position appointed by the
Mayor and confirmed by the Council; and establishes a Building Codes Commission
to advise the Mayor, Council, and Director on building and construction-related
matters.

Bill 72: INITIATES AN AMENDMENT TO ARTICLES VI, CHAPTER 10, SECTION 6-10.3,
OF THE CHARTER OF THE COUNTY OF HAWAI`I (2024 EDITION), RELATING
TO THE DIRECTOR OF ENVIRONMENTAL MANAGEMENT
Requires the Director of Environmental Management to have experience in public
administration, private business, or a related field; removes the requirement that the
director needs to have an engineering degree or another degree in a related field.
