Dear Chairman Arakaki and Members of the County Council:
SUBJECT: Cost Items, Hawaii Government Employees Association
Bargaining Units 02, 03, 04, 13 and Employees Excluded from those
Bargaining Units
In accordance with Section 89-11(b)(3), HRS, attached for council action is a resolution
authorizing the appropriation in future fiscal years of funds to cover the cost items awarded by
the arbitration panel to resolve the impasse between the employers and the Hawaii
Government Employees Association (HGEA) for bargaining units 02, 03, 04, 13 and
employees excluded from those bargaining units. The settlement covers the period from July
1, 1999 through June 30, 2003. Cost items presented for your consideration are across-the-
board increases, a continuation of step movements, and shredding. All costs are payable in
the last two fiscal years of the proposed agreement.
Attached as exhibits to the resolution are schedules showing the total cost of these various
adjustments over the four years of the contract.
