RESOLUTION 252-00 COMMITTING TO FUNDING THE COST ITEMS
AWARDED TO THE HGEA BV ARBITRATION, AFFECTING HGEA
BARGAINING UNITS 02, 03, 04, 13 AND EMPLOYEES EXCLUDED FROM
THOSE BARGAINING UNITS, FOR THE. CONTRACT PERIOD JULY 1, 1999
THROUGH JUNE 30, 2003

The Hawaii Government Employees Association, AFSCME Local 152, AFL-CIO urges
your adoption of Resolution No. 252-00 commiting funding for our recently arbitrated
collective bargaining contracts.
Chapter 89 of the Hawaii Revised Statutes, our public sector collective bargaining law,
requires the public employers and our Union to submit disputed issues relating to our
renewed contracts to final and binding arbitration. Having received a final and binding
decision Section 89-1 1(b)(3), FIRS states "The parties shall take whatever action is
necessary to carry out and effectuate the final and binding agreement." The law further
provides the decision by the arbitration panel is not subject to ratification by bargaining
unit employees and is subject to appropriations by the I Iawaii County Council.
The final and binding decision of the arbitration panel mirrors the SHOPO settlement you
favorably acted upon. In our case the arbitration award provides for no across-the-board
increases to the respective salary schedules and no step movements during the period July
1, 1999 to July 1, 2001. Effective July 2, 2001, the award provides for a four percent
(4%) across-the-board increase to the respective salary schedules. Effective July 2, 2002,
the award provides for a five percent (5%) across-the-board increase to the respective
salary schedules. In addition, the award provides for step movements and/or shredding as
proposed by the respective bargaining units payable during the period July 2, 2001 to
.time 30, 2003.
We ask you to complete this collective bargaining process by adopting Resolution No.
252-00.
