RESOLUTION NO. 267 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAMAKUA HEALTH
CENTER, INC., DBA HAMAKUA-KOHALA HEALTH, FOR EXPENSES RELATING
TO THE KOHALA SCHOOLS — TOOLS FOR SUCCESS PROGRAM.
WHEREAS, Hamakua Health Center, Inc., dba Hamakua-Kohala Health, is a 501(c)(3)
nonprofit organization whose mission is to provide quality healthcare that is responsive to the
needs of their patients and community; and
WHEREAS, the Kohala Schools — Tools for Success program is a project of the
Hamakua Health Center designed to address social determinants of health like education; and
WHEREAS, Hamakua Health Center, Inc., dba Hamakua-Kohala Health, is requesting
funds for the purchase of school supplies, to include backpacks and composition notebooks,
which will serve a public purpose by benefiting, improving, or promoting the interests and needs
of the poor, youth, aged, and those with physical or emotional disabilities; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Research and Development to provide a grant to the Hamakua Health Center,
Inc., dba Hamakua-Kohala Health, for the expenses and purposes identified in "Exhibit A," a
copy of which is attached hereto and incorporated herein by reference, in the following amount
as set forth below:

Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.

Purchase of school supplies for our Kohala schools Including: Kohala elementary, HaWula Middle School and Kohala High School. These tools for success will allow
families to be relieved of the financial burden of purchasing school supplies for their children. We have found that about 62% of the North Hawari population are
qualified for free or reduced lunch hence the need for assistance in this area.

The 501(c)(3) organization provides quality healthcare responsive to community needs, which includes addressing social determinants of health like education. By
supporting school supply access for Kohala families-62% of whom qualify for free or reduced lunch —the organization helps reduce financial stress, promote academic
readiness, and support overall well-being of the North Hawari community It serves.

Public Purpose of Requested Funds
Per §2-138 of the Hawari County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public
benefits and fulfills a public purpose within the County.

With this funding, we aim to distribute school supplies —including backpacks and wide -ruled composition notebooks —to students at Kohala Elementary, Hala'ula Middle,
and Kohala High School before the school year begins. We expect to reach at least hundreds students across the three schools, prioritizing those whose families qualify
for free or reduced lunch. This project supports educational equity, student success, and family well-being, which all contribute to long-term health outcomes in our
North Hawari communities.
