HomeMy WebLinkAboutRES 269 Draft 01 2024-2026COUNTY OF HAWAI`I STATE OF HAWAII RESOLUTION NO. 269 25 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO USA VOLLEYBALL, INC., DBA MOKU O KEAWE, TO ASSIST WITH EXPENSES FOR THE 2025 HAWAI`I ISLAND LABOR DAY VOLLEYBALL CLASSIC. WHEREAS, USA Volleyball Inc., DBA Moku O Keawe, is a 501(c)(3) nonprofit organization whose mission is to develop, standardize, and coordinate volleyball activities at the local level, providing a competitive, safe, and healthy environment where athletes can improve their skills; and WHEREAS, the Department of Parks and Recreation supports diverse recreation programs while fostering cultural appreciation; and WHEREAS, twenty-four teams will be competing at the 2025 Hawaii Island Labor Day Volleyball Classic, which will be held from August 28-30, 2025, in Hilo; and WHEREAS, USA Volleyball Inc., DBA Moku O Keawe, is requesting funds to cover cultural entertainment expenses at the awards banquet for the 2025 Hawaii Island Labor Day Volleyball Classic, which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts, as well as the needs of the poor, youth, the aged, and those with physical or emotional disabilities; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 9 are hereby transferred to the Department of Parks and Recreation to provide a grant to USA Volleyball Inc., DBA Moku O Keawe, for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC—Contingency Relief $2,000 CREDITED TO: 010.500.5503.02 Department of Parks and Recreation $2,000 P&R Admin OCE 115 Misc. In 2,000 characters or less, describe the project The Hawaii Island Labor Day Volleyball Classic aims to become a premier high school girls' volleyball tournament, attracting teams nationwide and boosting the Big Island's economy through sports tourism. The tournament will be held annually over Labor Day weekend, featuring high-level competition in a unique Hawaiian setting. The theme, "Where Competition Meets Aloha," encapsulates the blend of intense play and the spirit of aloha. With a backdrop of Hawaii's stunning landscapes, the tournament promises an unparalleled experience for athletes, coaches, and team supporters, underscoring our commitment to bring both high level competition and a culturally rich Hawaii experience *51.501(c)(3) Mission Statement The mission of USAV and MOK is to be the world leader in volleyball. Develop, standardize, and coordinate volleyball activities on the local level. Development of players, coaches, and officials on the local level. Provide an opportunity for members to participate and Improve their volleyball skills. Provide a competitive, safe, and healthy environment for members to compete in the sport of volleyball. Stimulate participation and growth at all levels of play. *52. In 1,000 characters or less, explain how the 501(c)(3) is connected to the project USA Volleyball manages over 32 Junior Clubs with over 70 participating teams In the Moku 0 Keawe region. USA Volleyball has been excited to collaborate with the Labor Day Classic and to get talented young players to Hawaii Island nationwide. With the Labor Day Classic being held here in Hilo, the level of play Is raised with the competition. The Hawaii Island high school teams has a high percentage of players that participate in USA - Moku O Keawe clubs, which makes for highly competitive high school teams. The Classic also provides for families and the communities to enjoy and experience all the games with a different point of view by watching their daughters play against highly skilled players of their same age. The Labor Day Classic prides itself with teams showing their camaraderie for each other and establishes new friendships as well. *53. Please upload a completed CRF Grant Budget Form. Objective #1: Create an annual volleyball event that will boost the economy of the Big Island, our previous two Labor Day Classic volleyball tournaments was limited to 24 teams. Although our goal for 2024 was 32 teams, we were able to secure 40 teams, 27 from the mainland and 11 of our top teams from within the state. Everyone In the Visitor tourist industry benefited. Hotels were almost completely booked, retail vans were difficult to secure, restaurants we packed and our local stores busy. The Influx of 40 teams, their support staff and parents, spending a minimum of 5-7 days in Hilo undoubtedly help boost our local economy. Objective #2: Foster Volleyball growth and education for our youth. Our Hawaii teams from around the state had a unique opportunity to experience, learn and compete against some of the highest level of high school volleyball completion in the state. A huge advantage Is that our Hawaii Teams didn't have to leave the state, instead top competitive teams come to us. Our Hawaii Teams from around the state has a unique opportunity to experience competition against highly ranked teams from across the USA, without having to leave the State. Tournaments to the mainland is the primary way our top Hawaii teams seek the best competition. With the Labor Day Classic, our Hawaii teams need only travel inter -island to compete with the best, allowing schools with smaller budgets to still participate in a high-level tournament. Objective #3: To grow the tournament from 24 teams to 32 teams by year 2026 and back to 40 teams in 2027.Over 10 teams from last year's tournament have secured spots for this year's 2025 Labor Day Classic. *56.
