A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO LYDIA8 FOR THE
KONA TOWN NIGHT MARKET 2025: BACK TO SCHOOL EDITION.
WHEREAS, Lydia8 is a 501(c)(3) nonprofit organization that aims to cultivate
transformative artistic and cultural opportunities for wahine of Hawaii to mobilize their
communities and create real change; and
WHEREAS, Lydia8 is requesting funds for bilingual signage, light towers, public safety
and security personnel, refreshments for volunteers, zero waste supplies and staffing, craft
supplies for keiki activities, sound and lighting production equipment, hand sink rental, and table
and chair rentals, which will serve a public purpose by benefiting, improving, or promoting the
interests of educational concerns, public health and welfare, and culture and the arts; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 7 are hereby transferred to the
Department of Liquor Control to provide a grant to Lydia8 for the expenses and purposes
identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

resolution.

The Kona Town Night Market (KTNM) 2025: Back to School Edition is a free,'ohana-friendly community event held on Saturday, August 2, 2025, from 1 PM - 9 PM at The
BREW Block (Makai Lot) in Kailua-Kona. This vibrant event directly addresses community needs by focusing on supporting Kona's keiki and families as they prepare for
the new school year. KTNM provides a safe, accessible gathering space for thousands of residents and visitors, fostering community connection and economic vitality.
Key project components benefiting the community include: "Back to School" Keiki Activities: Engaging, free activities and resources for youth. Support for Local Non -
Profits: Dedicated complimentary vendor booths for youth -focused non -profits, offering vital community outreach and fundraising opportunities. Local Business
Empowerment: Showcasing a diverse Makai Makeke with local food, artisan, and craft vendors, supporting the local economy. Cultural Enrichment: Live Hawaiian music,
hula, and cultural demonstrations. Public Safety & Accessibility: Ensuring a secure and welcoming environment for all attendees. Environmental Stewardship:
Implementing a comprehensive Zero -Waste Initiative. Our goal is to provide essential resources, celebrate our unique culture, and strengthen community bonds,
ensuring Kona's keiki are well -supported for a successful school year. The project directly contributes to the well-being and resilience of the Kona community.

and cultural opportunities for wahine of Hawari to mobilize their communities and create real change. Through KTNM, Lydia8 gains a significant platform to engage
directly with thousands of residents and visitors, showcasing its cultural programs and inspiring wahine. This partnership enhances KTNM's cultural offerings, enriches
community engagement, and empowers wahine to lead positive change, directly supporting our events focus on community building and cultural vibrancy for our keiki
and families.

benefits and fulfills a public purpose within the County.

With these funds, we aim to achieve tangible outcomes directly benefiting the Kona community: Community Engagement & Access: Provide a free, safe, and engaging
event experience for 5,000+ attendees, promoting community cohesion and accessibility. Keiki & Family Support: Directly engage 2000+ keiki in educational and creative
"Back to School" activities, equipping families with resources for the new school year. Enhanced Safety & Operations: Secure 100% liability coverage and provide 24+
hours of professional security personnel and adequate lighting for public safety, ensuring zero major safety incidents. Bi-lingual wayfinding will improve navigation for all.
Environmental Impact: Achieve a minimum 70% waste diversion rate through our Zero -Waste Initiative, diverting hundreds of pounds from landfills and promoting
sustainable practices. Volunteer Empowerment: Support 50+ dedicated volunteers with essential provisions, fostering their critical role in event success. Cultural &
Artistic Showcase: Deliver 6+ hours of high -quality live music and cultural performances, enriching the community's access to local talent and heritage. These outcomes
directly demonstrate the funds' impact on community well-being, safety, cultural vibrancy, and support for Kona's youth.
