The Secretary's Minutes of the Executive Committee Meeting of January 18, 2000 was approved (Attached for information). The Treasurer's Report for the months of January, February, and March 2000 were approved (Attached for information). Under NACo Reports, it was announced that the two candidates for NACo Vice President are Rudy Maloy of Florida and Karen Miller of Missouri. Profiles of these candidates are being published in the April 17, 2000 issue of County News. The election will be at the NACo Annual Convention in Charlotte, North Carolina. Under Unfinished Business, it was noted that the following HSAC supported proposals are still alive: 1. HB 2643-00, HD 1, SD 2 Relating to Abandoned Vecicles (allows Counties to set fees) 2. SB 2303-00, SD 2, HD 2 Relating to Harbors (Public Service Company Taxes for Cruise Ship Facilities) 3. HB 303-99, HD 2, SD 1 Relating to Identification Cards The following County Related Legislation are still alive: 1. HB 1944, HD 2, SD 2 Relating to Public Service Company Taxes (allows counties to collect) tvN 2. SB 2859, SD 1, HD 1 Relating to Civil Service Reform Also under Unfinished Business, all four counties reported adoption of the HSAC Budget for fiscal year 2000-2001. Under New Business, the following slate of HSAC Officers for FY 2000-2001 was proposed and referred to the Counties for its review and approval (ACTION REQUESTED): HSAC President Rene Mansho, City & County of Honolulu HSAC Vice President Al Smith, County of Hawaii HSAC Secretary Dennis Nakamura, County of Maui HSAC Treasurer Ronald Kouchi, County of Kauai Finally under New Business, the Executive Committee discussed a proposal by HSAC Treasurer Kouchi which amends the HSAC Policies requiring that each negotiable instrument of the corporation be signed personally by the Treasurer and at least one other member of a council. A recent interpretation of this Policy could require the Treasurer to sign all negotiable instruments including those from special conference accounts hosted by an individual county. The amendment provides that when accounts are opened by host counties for conferences or special events, disbursements of such funds by the host county shall be authorized by the signature of the Executive Committee member of such host county and by a second council member of such host county, without necessity of the HSAC Treasurer's signature. The amendment further provides that a written accounting of all expenditures along with the net proceeds be provided to the Executive Committee. (Copy of proposed HSAC Policy amendment attached, ACTION REQUESTED). The next meeting of the HSAC Executive Committee will be on June 7, 2000 on the island of Molokai. The meeting is tentative scheduled for 2:30 pm and will by followed by a General Membership Meeting. REPORTS OF THE TREASURER The Treasurer's Report for the month of December 1999, was approved. IV. REPORTS OF COMMITTEES A. Executive Committee Reports The following report was received and placed on file: 1. B. County Reports There were no county reports. C. NACo Reports There were no NACo reports. V. UNFINISHED BUSINESS A. 2000 HSAC Legislative Package Your Committee discussed the various bills included in the 2000 HSAC Legislative Package Status report. Your Committee noted that duplicate proposals have been inadvertently introduced in conjunction with the Kauai County Legislative Package. As these bills are identical in content to the proposals approved for inclusion in the HSAC Legislative Package, your Committee agreed to monitor these bills as part of the HSAC Legislative Package. Your Committee clarified that only those bills that were approved by all four member counties may be included in the legislative package, to wit: Relating to limited liability for counties (hazardous recreational activities): HB 1558/HB2667/SB 1370; Relating to Public Land (accidents/injuries on public land/beaches): HB 2668/SB 68; Relating to abandoned motor vehicles (counties set fees): HB 2643/H B2661 /S B2614/S B2623; Relating to abandoned motor vehicles (increase fee): HB 2203/HB2644/H B2662/SB2403/SB2615/SB2624; Support cruise ship port facility development: HB 2212/H B2654/SB2303/SB2680/SB2300/SB2299; Relating to intoxicating liquor: HB2658/SB2678; Relating to traffic fines: HB2657/SB2679; HSAC Executive Committee Minutes of the February 11, 2000, meeting Page 3 Relating to tax credits for water conservation/storage: HB 1997/SB 2008; With regard to the foregoing proposal, your Committee noted that the proposal initially supported by the Maui Farm Bureau has been revised to establish tax credits for water storage facilities and devices only. As the scope of the revised proposal is narrower than the scope of the initial proposal, your Committee agreed to substitute the foregoing measures for those (HB 684/SB 72) initially supported. Relating to identification cards: HB 2411/HB2642/SB 2625/ SB 2752; Relating to landowner liability: HB 2641/SB2626; Relating to motor vehicles: HB1524/HB2669/SB1378; Relating to transient accommodations tax: HB 1515/HB2670/SB1361; Relating to exempting the counties from general excise tax: HB 2645/H B2671 /SB2627; Relating to subpoenas: HB 1523/HB2672/HB2937/SB 1377/SB 31.03; and Relating to public service company tax: HB 1514/SB1364. B. Other Legislation Relating to Counties Your Committee agreed to monitor bills that may impact the counties and to voice support for these measures through the respective county councils. Among these are bills that are similar in content to those bills included in the current HSAC Legislative Package. C. HSAC Year-End Conference Your Committee was advised that the 2000 HSAC Year-End Conference would be held on Molokai on June 7-9, 2000. The campsites (Kaupoa and Paniolo) and Lodge operated by Molokai HSAC Executive Committee , Minutes of the February 11, 2000, meeting Page 4 Ranch will be used to accommodate the conferees. Accommodations will also be available at the Kaluakoi Hotel. Your Committee also discussed the proposal relating to extending invitations to former HSAC officers and the criteria that should be utilized in conjunction with the proposal. Your Committee noted that the number of individuals currently being considered includes three from Hawaii,, two from Kauai and one from Maui. Your Committee also discussed funding options for these individuals and agreed that further discussions regarding the criteria used to nominate individuals need to occur. Your Committee also discussed the matter relating to the transmittal of an electronic copy of each county's conference mailing list and agreed to follow-up on the matter. VI. NEW BUSINESS A. 2001 WIR Conference Budget Proposal Your Committee discussed the proposed HSAC Fiscal Year 2001 Budget. Your Committee agreed to take the proposed budget back to its respective Councils for consideration and action. VII. COMMUNICATIONS VIII. ANNOUNCEMENTS IV.
