No. 407/Bill No. 73 <br />Your Committee on Legislative Approvals and Acquisitions, to which was referred Bill No. 73, reports <br />as follows: <br />Bill No. 73, transmitted by Managing Director William V. Brilhante, via Communication <br />No. 407, dated July 14, 2025, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 <br />(Zoning) of the Hawaii County Code 1983 (2016 Edition, as amended), by changing the Zone Map <br />Classification from Single Family Residential — 15,000 square feet (RS-15) to Single Family <br />Residential — 10,000 square feet (RS-10) at Waidkea, South Hilo, Hawaii, covered by Tax Map <br />Key: 2-4-011:153 (Applicant: Douglas and Shelley Uyeda) (Area: approx. 21,778 square feet). <br />The Windward Planning Commission forwards its favorable recommendation for this requested change <br />of zone, which would allow the applicant to subdivide the property into two lots and separate the two <br />existing single-family dwellings currently on the property, enabling each dwelling to exist on its own <br />lot. The property is located at 461 Kehaulani Street. <br />Planning Director Jeffrey Darrow and Planning Consultant Daryn Arai were present in Chambers. <br />Applicants Douglas and Shelley Uyeda were available via Zoom. <br />Mr. Darrow provided a PowerPoint presentation regarding the change of zone application. <br />Mr. and Mrs. Uyeda addressed the Committee and shared their reason for subdivision is they are <br />getting older and feel it's the best position for their future. They also expressed understanding of the <br />five-year subdivision approval timeline. <br />Committee Members Jenn Kagiwada, Dennis "Fresh" Onishi, Holeka Inaba, and Committee Chair <br />Heather Kimball expressed their support for this change of zone legislation. Ms. Kimball further noted <br />that an amendment is warranted at first reading to ensure verbiage inadvertently included in Bill No. 73 <br />relating to the revocation of the Ohana Dwelling Permit No. 86-0092 be amended. <br />LAAC Report No. 20 <br />
