CALL TO The regular meeting of the Policy Committee on Planning, Land Use, and
ORDER: Economic Development was called to order,at 9:30 a. .,in the Council
Chambers, Hilo, by Ms. Ashley L. Kierkiewicz, Chair.

CHR. KIERKIEWICZ: Thank you very much. Let's move on to Business of
Today. Bills for Ordinances, Mr. Clerk.

Bill 60: AMENDS CHAPTER 25, ARTICLE 1, ARTICLE 2, ARTICLE 4,
ARTICLE 5, AND ARTICLE 7, OF THE HAWAI`I COUNTY CODE 1983
(2016 EDITION, AS AMENDED), RELATING TO ZONING DISTRICT
REGULATIONS FOR MEETING FACILITIES, CHURCHES, TEMPLES,
SYNAGOGUES, AND COMMUNITY BUILDINGS
(Planning Director Initiated)
Removes existing zoning regulations for community buildings, churches,
temples, and synagogues and creates new regulations for "meeting facilities."

Postponed: June 3 and 17, 201 5
(Note: There is a motion by Council Member Inaba, seconded by Council
Member Galimba, to recommend passage of Bill 60 on first reading.)

Comm. 313.4: From Council Member Ashley L. Kierkiewicz, dated June 27, 2025, transmitting
proposed amendments to Bill 60, Draft 2.
CHR. KIERKIEWICZ: Thank you, Mr. Clerk. I'm going to be requesting a
motion to postpone this measure further to our August 5 h Committee. Members
of the faith community continue to reach out to my office to relay their concerns.
We've consolidated all of that information and have provided it to the Planning
Department: But we need time. We need time to review their concerns, their
suggested amendments, internally and with our Corporation Counsel. I mean to
have a meeting with them.
I think it's,really"important that ahead of the next meeting that we all meet to
make sure that everybody is good on the language and understands what's
written. Not just;what's intended, but what's written. Because the law must
make sense to future administrations. We'll postpone to August 5t'.
But I do want to let folks know a bit of information that I learned. We have to
move this forward and adopt this law by October. Because the lawsuit that the
Planning Department brought up that we were trying to resolve issues with, the
court has ordered that we resolve those issues by October. So, that is something
that I just learned in the last week. So, we are going to very quickly work hard to
make sure that we are meeting those deadlines. You folks have questions or
concerns? I'll take them now. If not, I will entertain a motion to postpone.
