CALL TO The Special Meeting of the Policy Committee on Planning, Land Use, and
ORDER: Economic Development was called to order at 5:01 p.m�:y in the Council
Chambers, Hilo, by Ms. Ashley Kierkiewicz, Chair.

Bills for Ordinances.

Bill 66: ADOPTS THE COUNTY OF HAWAI`I GENERAL PLAN 2045 AND REPEALS
ORDINANCE NO. 05-025, AS AMENDED

Comm. 372.1 From Jeff Darrow, Planning Director, dated June 23, 2025, transmitting proposed
amendments to Bill 66.
and
Comm. 326.2 From Council Member Kierkiewicz, dated,June 24, 2025, outlining the intended
topics of discussion to be held during the Special Meetings of the Policy
Committee on Planning, Land Use, and Economic Development.
and
Comm. 326.3 From Council Member Kierkiewicz; dated July 3, 2025, transmitting a
memorandum suggesting a pathway for the July 2025 Special Meetings of the
Policy Committee on Planning,Land Use, and Economic Development.
CHR, KIERKIEWICZ: Thank you, Mr. Clerk. In order for us to get started on
discussions regarding the General Plan, I will need a motion to forward Bill 66 to
Council`to the Council with a favorable recommendation.
Motion to Approve: Mr. Inaba moved to recommend passage of Bill 66 on first
reading. Seconded by Mr. Kaneali`i-Kleinfelder.
CHR KIERKIEWICZ: Council Members, so the green folders that you have in
front of you contains the draft General Plan that was transmitted to both the
Windward and Leeward Planning Commissions. You also have a binder in front
of you, a black binder, which incorporates and identifies the recommendations by
both Planning Commissions and the Planning Director. It is my suggestion that
we work off of one document for discussions. So, at this time, I am going to ask
for a motion to amend Bill 66 with the contents of Communication 372.1.
Motion to Amend: Ms. Inaba moved to amend Bill 66, with the contents of
Comm. 372.1. Seconded by Mr. Inaba.
