RESOLUTION NO. 280 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE WAIMEA
COMMUNITY ASSOCIATION FOR EXPENSES RELATING TO THE 2025 WAIMEA
TWILIGHT CHRISTMAS PARADE.
WHEREAS, the Waimea Community Association is a 501(c)(3) nonprofit organization
whose mission includes supporting education, healthcare, and activities that foster a sense of
place, belonging, and community cohesion rooted in the diverse and unique culture of Waimea,
and lessening the burden on the County of Hawaii by providing community support to the
annual Waimea Twilight Christmas Parade; and
WHEREAS, the annual Waimea Twilight Christmas Parade is the second oldest parade
in the State of Hawaii, celebrating 65 years in North Hawaii by bringing the community
together as residents and visitors feel a sense of joy and share their appreciation during the
holiday season; and
WHEREAS, the Waimea Community Association is requesting funds to assist with the
cost of hiring special police officers, which will serve a public purpose by benefiting, improving,
or promoting the interests of culture and the arts, as well as the public health and welfare of the
people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Liquor Control to provide a grant to the Waimea Community Association for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

Now in its 65th year, the Waimea Twilight Christmas Parade is the second oldest parade in the State of Hawaii and a cherished tradition in the North Hawaii community.
Held annually on the first Saturday of December, this long-standing event brings members of the community together to express their gratitude, sense of joy, and
appreciation during the holiday season. The parade marks the official start of the holidays in Waimea and provides a safe, festive, and family -friendly environment for
residents and visitors alike. It is made possible through the dedication of a committed group of volunteers and the generous support of local sponsors. More than just a
parade, the event embodies the spirit of community, celebrates shared values, and reinforces the cultural continuity that makes Waimea unique.

The Waimea Community Association has supported and been a part of the Waimea Twilight Christmas Parade for decades. Many of the board members are parade
volunteers.

benefits and fulfills a public purpose within the County.

The goal is always to provide a fun and safe event We work hard to make sure that the public Is aware of the road closures, and that traffic doesn't back up too badly.
We have rules that help keep everyone safe, and plenty of volunteers to keep tabs on everything. The police help keep the roads safe, and the road closures to have
minimum affect.
