HomeMy WebLinkAboutRES 282 Draft 01 2024-2026J�tY OF q� COUNTY OF HAWAI`I STATE OF HAWAI`I rE oF�NF.N RESOLUTION NO. 282 25 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE ISLAND OF HAWAI`I YMCA FOR ITS FIRST RESPONDERS' KIDS' DAY CAMP. WHEREAS, the Island of Hawaii YMCA (YMCA) is a 501(c)(3) nonprofit organization that is guided by core values of caring, honesty, respect, and responsibility, and is dedicated to giving people of all ages, backgrounds, and walks of life the opportunity to reach their full potential with dignity; and WHEREAS, the YMCA is requesting funds for camp supplies, which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts, the needs of the poor, youth, the aged, those with physical or emotional disabilities,. and the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 3 are hereby transferred to the Department of Liquor Control to provide a grant to the Island of Hawaii YMCA for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $800 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief $800 CREDITED TO: 1010-21-25139 Department of Liquor Control $800 Public Programs 530115 Misc. In 2,000 characters or less, describe the project The First Responders' Kids' Day Camp will serve 18 children from October 6-10, 2025, running daily from 6:30 am to 5:30 pm. It will provide a peer support experience for children of first responders, helping them cope with the unique stressors they face. The camp will focus on children dealing with fears about their parents' safety, the challenges of shift work (including weekends, holidays, and 24/7 schedules), and the emotional impact of parents missing birthdays, school events, and family celebrations. The program will also emphasize strengthening healthy relationship skills. Activities will Include arts and crafts, excursions, water play, Indoor and outdoor games, daily physical exercise, and opportunities for creative expression. Children will receive breakfast, lunch, and two snacks daily, while parents benefit from flexible schedules and peace of mind knowing their children are in a safe, supportive environment *49.501(c)(3) Mission Statement The YMCA is a nonprofit organization guided by our core values of caring, honesty, respect, and responsibility, dedicated to giving people of all ages, backgrounds, and walks of life the opportunity to reach their full potential with dignity. *50. In 1,000 characters or less, explain how the 501(c)(3) is connected to the project The Island of Hawari YMCA is the lead 501(c)(3) organization responsible for planning, staffing, and delivering the First Responders' Kids' Day Camp. The YMCA will provide trained youth leaders and a Youth Director to operate the camp, which is licensed by the State of Hawari. The organization's mission aligns with the program's goals to strengthen families and promote youth development, health, and well-being. The CRF request directly supports YMCA staff salaries needed to run the camp. *51. This program will serve approximately 18 children of first responders, providing parents with peace of mind knowing their children are cared for and supervised by trained staff. First Responder parents will have peace of mind knowing that their child/children are being cared for and supervised by trained staff. 100% of the children will be fed breakfast, lunch and snacks daily. 100% of the children will participate in activities including but not limited to: indoor/outdoor activities; arts & crafts; creative activities; sharing; journal writing, reflection time; physical exercise, and many more. 100% of the children will be afforded the opportunity to participate in pull- out sessions that focus on matters faced by families who play an important role as a First Responder. This focus group will be collaborated with the Friends of First Responders Hawaii whose mission is "Healthy First Responders, Healthy Families, Healthy Communities. The Friends of First Responders Hawari is a dedicated organization that provides crucial support to first responders and their families. This group will address the unique challenges faced by the kids whose parents serve in high -stress, life-saving roles. *54.
