This project Involves the enhancement of the security and communication infrastructure at the YMCA campus to support the Family Visitation Center Program. The scope includes::• Security/Surveillance Camera System: Purchase and Installation of four additional tamper -proof dome cameras in areas designated for parent/child visits. These cameras will provide comprehensive coverage of key spaces, including but not limited to areas capable of capturing clear facial recognition and high -quality audio. The recordings may be used as admissible evidence in judicial proceedings. - Starter PA Speaker System: Installation of one speaker, including all necessary hardware, to provide audio coverage in the parent/child visitation area. This system will allow YMCA staff to make announcements via the phone system or a mobile app. The speaker supports two-way communication and audio recording, enhancing safety and coordination during visitations. *51.501(c)(3). The YMCA is directly connected to this project as it serves as the home base for the Family Visitation Center located at 300 W. Lanikaula Street, Hilo. This domestic violence program, which provides safe exchange and supervised visitation services, has been operating at this location for over 29 years. *53. The Family Visitation Center (FVC) will continue to serve 100% of individuals inquiring about or seeking services. The program aims to increase Intake and assessment completion rates by 50% among individuals referred by the judicial system, including Family Court, mediation services, and self -referrals. The increased camera system will retain audio and video footage for up to seven days, enabling the FVC to download and preserve recordings when incidents occur. This system enhances the FVC's ability to monitor, document, and report any instances of misbehavior, unruliness, inappropriate or abusive conduct, or harmful conversations initiated by visiting parents. Over the course of one year, approximately 1,980 families will be supported through enhanced monitoring and communication made possible by this project. *56. Briefly describe the deliverables outlined in the contract/agreement for this project For FY 2025-2026, the Island of Hawarl YMCA will have a Waiwai Grant Agreement with the County of Hawari Department of Finance to support its Family Visitation Center Program. The $50,000 grant will fund salaries and wages for one supervisor, three associates, and one security guard. The outcomes specified In the agreement are as follows: After coordinating and scheduling visits and exchanges, 75% of children affected by a parent's domestic violence behavior will demonstrate an increased understanding that visits at the YMCA are free of violence, pleasant, and stress -free for the child. - Children will have a voice/validation 100% at FVC. 75% of parents strive to have good attendance and show up for visits/exchanges. - 90% of the time, the FVC will maintain a neutral ground for families. 100% of the cases will be closely monitored, accurately reported, and recorded (matters of said visit/exchange). - 100% of cases that require intervention by FVC will be brought to the attention of Family Court Judges, attorneys, and parents via written, accurate, evidence -based reports. - Continue to support individuals inquiring and/or seeking services through FVC. - Ensure 50% more of those referred by the Judicial System will complete intakes and assessments for matters referred by courts, mediation, or self -referrals.
