Memo to Administration Regarding General Plan
Enclosed is a copy of a memo transmitted to all County leadership requesting feedback on how
the General Plan has been used to guide operations, budgets, priorities, and decision -making.
The memo also seeks input on the 2045 Draft, recognizing that the Alameda Administration
transitioned in when the draft was under review by the Planning Commissions and did not have
an opportunity to provide comment.

RE: Request for Departmental Comments — Draft 2045 General Plan
Aloha NAME:
The Policy Committee on Planning, Land Use & Economic Development has begun review of the
Draft General Plan 2045. Special Meetings started in July 2025 and are expected to run through at
least March 2026.
To better understand how the County's General Plans evolved, our office compiled a spreadsheet
comparing Goals, Policies, Standards, and Courses of Action across the 1971, 1989, and 2005
General Plans, alongside the Draft 2045 version. This year-to-year comparison shows what's
changed or stayed consistent over time.
As part of our review, PCPLUED is seeking feedback from County departments, offices, and
agencies to better understand how the General Plan influences operations, budget decisions, and
capital improvement projects. Your input is critical as part of our deliberations to ensure the plan is
visionary, practical, and achievable.
We ask for your perspective on the following: 1) How the General Plan has influenced your
department's operations, strategies, and decision -making, and 2) Your assessment of the Draft
2045 Plan, particularly your department's capacity to implement the Actions you've been assigned.
We know this request will require some internal discussion and reflection. To support that, we are
requesting that you submit commits by Friday, September 19. This will allow us to compile all
feedback for Council Members ahead of our October PCPLUED Special Meetings.
