HomeMy WebLinkAboutRES 286 Draft 01 2024-2026A RESOLUTION URGING THE DIRECTOR OF FINANCE TO PROCEED WITH THE ACQUISITION OF HONOLULU LANDING IN THE DISTRICT OF PUNA USING THE PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION
FUND.
WHEREAS, authorization to negotiate the acquisition of the historic Honolulu Landing using the Public Access, Open Space, and Natural Resources Preservation Fund was granted in 2007
through Resolution No. 287-07, introduced by former Council Member Emily Naeole; and
WHEREAS, despite this authorization, these parcels have not been acquired; and
WHEREAS, the two parcels comprising Honolulu Landing, identified as Tax Map Key Nos. 1-4-003:019 and 1-4-003:020, lie between the old coastal village of Waiakahiʻula and the Nānāwale
Forest Reserve, encompass 364.4 acres with approximately four thousand feet of shoreline; and
WHEREAS, these parcels are currently for sale; and
WHEREAS, Honolulu Landing contains archaeological resources first recorded by the Bishop Museum in 1932 and later documented in the early 1970s, where it was identified as an integrated
site with high research potential, and designated as “valuable,” and eligible for listing in the Hawaiʻi Register of Historic Places; and
WHEREAS, a 2004 survey of Honolulu Landing documented ancient burial sites of lineal descendants, village complexes, heiau, ancient burials, house platforms, rock walls, ahu, planting
areas; and
WHEREAS, the natural resources at Honolulu Landing include freshwater springs, groves of hala, kukui and hau trees, and habitats for endangered native species such as the ʻio (Hawaiian
hawk), ʻōpeʻapeʻa (Hawaiian hoary bat), and pueo (Hawaiian owl); and
WHEREAS, restoring and ensuring public access to Puna Makai is essential as the 2018 Lower East Rift Zone eruption significantly reduced access; and
WHEREAS, the acquisition of Honolulu Landing would honor the legacy of Malama O Puna, a non-profit volunteer service organization dedicated to protecting the precious natural resources
and heritage of Hawaiʻi, and whose efforts were pivotal in placing Honolulu Landing onto the Commission’s priority list; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that the Director of Finance is hereby directed and urged to resume acquisition of Honolulu Landing,
identified as Tax Map Key Nos. 1-4-003:019 and 1-4-003:020, using the Public Access, Open Space, and Natural Resources Preservation Fund.
BE IT FURTHER RESOLVED that, to ensure Honolulu Landing’s management reflects cultural, historical, and environmental stewardship, the County should consult and collaborate with lineal
descendants, cultural practitioners, anthropologists, scientists, conservationists, and residential fishers and gatherers, and should encourage partnerships with skillful and knowledgeable
organizations.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable C. Kimo Alameda, Mayor of the County of Hawaiʻi; Diane T. Nakagawa, the Director
of Finance; Jeffrey W. Darrow, the Planning Director; Matthew Clark, Chair of the Cultural Resources Commission; Jodie Rosam, Chair of the Public Access, Open Space, and Natural Resources
Preservation Commission; and Timothy Rowan, President of Malama O Puna.
