SUBJECT: Transmitting Bill No. 72, Draft 2; An Ordinance to Initiate an Amendment to
Article VI, Chapter 10, Section 6-10.3, of the Charter of the County of Hawaii
(2024 Edition), Relating to the Director of Environmental Management.
Transmitting herewith is Bill No. 72, Draft 2.
During its meeting on August 19, 2025, the Committee on Governmental Operations and
External Affairs amended Bill No. 72 with the contents of Communication No. 400.1, resulting
in the attached draft.
The Committee then voted to recommend passage of Bill No. 72, as amended to Draft 2, on first
reading.
