RESOLUTION NO. 290 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KAWAIHAE CANOE
CLUB, INC., TO ASSIST WITH EXPENSES FOR THE KAWAIHAE CANOE CLUB
HALE PIKO.
WHEREAS, Kawaihae Canoe Club, Inc., is a 501(c)(3) nonprofit organization whose
mission is to preserve and perpetuate the history, culture, and practices of the Hawaiian outrigger
canoe and instilling traditional Hawaiian values (`ike ku`una) not only in the membership of the
Kawaihae Canoe Club but also in its members' home communities of South Kohala, North
Kohala, and Hamakua; and
WHEREAS, the Department of Parks and Recreation supports diverse recreation
programs while fostering cultural appreciation; and
WHEREAS, Kawaihae Canoe Club, Inc., is improving its Hale Piko facility where it
regularly hosts community events, including hosting the crew of 1-16kule`a on its recent stop as a
part of its Moananuiakea worldwide voyage; and
WHEREAS, Kawaihae Canoe Club, Inc., is requesting funds to purchase commercial -
grade food tables, which will serve a public purpose by benefiting, improving, or promoting the
interests of culture and the arts, as well as the needs of the poor, youth, the aged, and those with
physical or emotional disabilities; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Parks and Recreation to provide a grant to Kawaihae Canoe Club, Inc., for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this

of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.

The Kawaihae Canoe Club would like to better serve our members and the broader community with improved food
preparation, serving and cleaning up areas at our facility located at Kawaihae Harbor. After a sudden storm in May 2024 that
forced the club to cancel the long-distance canoe race, the club's leadership understood that it needed to improve our
facilities to better cope with these types of challenges. The primary tent on site, more than a dozen years old, was tattering.
The Hawaii Community Foundation generously gave $25,000 to fund a replacement. Now the club needs help improving the
kitchen area under the tent. The club secured funding from the Dorrance Foundation and would like to firm up the ground by
pouring a concrete floor and improving the preparation, serving and cleaning up areas. The club hosts regular potlucks,
coffee klatches and big events like annual luaus and a steak fry. The tent also plays host to St. James Episcopal Church, Na
Kalai Wa`a and all of the high schools in the area have held events at the club this past year. Kawaihae Canoe Club is happy to
share its home with the broader community and foster the pilina (relationships) we need for a strong community.

canoe and instilling traditional Hawaiian values (`ike ku'una) not only in the membership of the Kawaihae Canoe Club but also
in our home communities of South Kohala, North Kohala and Hamakua.

The Kawaihae Canoe Club provides a gathering place for our diverse community. Recently, the club hosted the crew of
Hokule'a. The famed double -hulled voyaging canoe that circumnavigated the planet, stopped in Kawaihae as part of its
journey to ports across the archipelago. The club, in conjunction with Na Kalai Wa'a, hosted and fed the visiting crew under
the tent on the grounds of the club. Besides the happy occasions, Kawaihae Canoe Club is there in challenging times. At the
beginning of May 2024, an incredibly strong and violent storm lashed the Kohala Coast the night before the Kawaihae Canoe
Club was to host its annual long distance race. Flash flooding blocked the roads and damaged the club grounds. After the
roads were cleared, club members flocked to the grounds to begin feeding the first responders and the road crews. The club
was resilient gathering place for the community.
