RESOLUTION NO. 294 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO PAHOA LAVA ZONE
MUSEUM FOR ITS COMMUNITY KITCHEN.
WHEREAS, Pahoa Lava Zone Museum (PLZM) is a 501(c)(3) nonprofit organization
whose mission is to educate visitors about the geological wonders of Hawaii, specifically the
impact of volcanic activity on the Puna region, and to foster a sense of community stewardship
for these culturally and environmentally sensitive areas, supporting the local economy by
promoting sustainable tourism and cultural engagement; and
WHEREAS, PLZM is requesting funds for a fire suppression system, which will serve a
public purpose by benefiting, improving, or promoting the interests of culture and the arts,
educational concerns, and public health and welfare of the people and the environment; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 4 are hereby transferred to the
Department of Research and Development to provide a grant to Pahoa Lava Zone Museum for
the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

The Pahoa Lava Zone Museum (PLZM) respectfully requests $7,000 to fund the purchase and installation of a code -
compliant fire suppression system for its new commercial kitchen facility located near Pahoa, Hawaii. This essential
infrastructure is a critical safety requirement that will allow the kitchen to become fully operational, serving the needs
of local nonprofits, farmers, and small-scale meat producers.

The Pahoa Lava Zone Museum aims to educate visitors about the geological wonders of Hawaii, specifically the impact
of volcanic activity on the Puna region, and to foster a sense of community stewardship for these culturally and
environmentally sensitive areas. It also seeks to support the local economy by promoting sustainable tourism and
cultural engagement.

The Pahoa Lava Zone Museum, a 501(c)(3) nonprofit, is spearheading the development of the community commercial
kitchen to support local food sustainability and economic recovery in Puna. As the lead organization, PLZM is managing
project coordination, fundraising, and compliance, and will act as the kitchen's fiscal and operational steward. This
initiative aligns with PLZM's mission to preserve and uplift the cultural, historical, and economic resilience of the
region. The project is being developed in partnership with various nonprofits, including Malama 0 Puna, which is
implementing a County of Hawaii -directed 4-Point Feral Pig Plan. The kitchen will provide vital infrastructure to
support this program's processing and distribution goals.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

funds.
With the $7,000 requested for the fire suppression system, the Pahoa Lava Zone Museum aims to achieve the
following measurable outcomes: Code -Compliant Kitchen Activation: Completion and certification of a fully operational,
shared -use commercial kitchen that meets fire and safety codes, allowing for legal use by nonprofits, farmers, and
small-scale meat producers. Increased Community Access: Provide at least 30+ local users annually --including
nonprofits, cultural groups, and food entrepreneurs —with affordable access to a certified kitchen, removing a key
barrier to food -based enterprise and fundraising. Support for Local Agriculture: Enable the production of 15+ value
added products annually by local farmers, helping them increase revenue through extended shelf life, diversified
offerings, and entry into local markets. Feral Pig Management and Utilization: Facilitate safe and legal processing of
100+ feral pigs annually through collaboration with Malama O Puna's 4-Point Feral Pig Plan, which aims to reduce
environmental damage and increase access to local protein. Nonprofit Fundraising: Empower at least 10 nonprofits per
year to use the facility for food -based fundraising events, contributing to their financial sustainability. Training and
Workforce Development: Host 4+ workshops annually on food safety, value-added production, and meat processing to
build local capacity, particularly for underserved and rural residents. Health and Safety Assurance: Prevent potential
fire hazards and ensure the safety of all users through the installation of a professionally designed and inspected fire
suppression system, reducing liability and ensuring long-term facility viability. These outcomes directly support regional
goals of food security, economic diversification, and community resilience, while providing the critical safety
infrastructure required for kitchen operations.
