RESOLUTION NO. 298 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HONOKAA
HONGWANJI MISSION FOR ITS 2025 PEACE DAY PARADE AND FESTIVAL.
WHEREAS, the Honokaa Hongwanji Mission (HHM) is a subordinate of the Honpa
Hongwanji Mission of Hawaii, a 501(c)(3) nonprofit, umbrella organization for over 30 Jodo
Shinshu temples in Hawaii, offering spiritual growth, learning, and service to community
through temples, schools, volunteers, and charitable organizations across the State of Hawaii;
and
WHEREAS, HHM is requesting funds for rentals of public address equipment, staging
equipment, and portable toilets, which will serve a public purpose by benefiting, improving, or
promoting the interests of public health and welfare of the people and environment; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 1 are hereby transferred to the
Department of Liquor Control to provide a grant to Honokaa Hongwanji Mission for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

The goal of the Peace Day Parade and Festival is to draw attention to the existence of Peace Day in Hawaii. (Hawaii is the
only state with a permanent Day of Peace, September 21, which coincides with the United Nations International Day of
Peace.) In order to do this we try to create events which are television newsworthy, namely a high quality entertaining
event with quality performances in the parade and the festival. As a result, the Peace Day Parade is regularly featured on
all of the national network television stations in Honolulu. With blanket coverage, the Peace Day Parade has been
estimated to be viewed on Sunday and Monday news programs live on approximately 144,000 television sets in the state
of Hawaii. Internet replay has provided many thousands more views over the years.

The vision of the Parade and Festival is entertaining and educational, drawing attention to the existence of Peace Day,
generating new friendships and celebrating peace while promoting the Hamakua Coast as a visitor destination.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.
