SUBJECT: Transmitting Bill No. 68, Draft 3; an Ordinance to Initiate an Amendment to
Article VI of the Charter of the County of Hawaii (2024 Edition, As
Amended), Relating to the Establishment of a Department of Building.
Transmitted herewith is Bill No. 68, Draft 3.
During its meeting on August 19, 2025, the Committee on Governmental Operations and
External Affairs amended Bill No. 68, Draft 2 with the contents of Communication Nos. 376.4
and 376.5, resulting in the attached draft.
The Committee then voted to postpone Bill No. 68, as amended to Draft 3, to its meeting
scheduled for October 7; 2025.
