REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: August 19, 2025 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 2:10 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 422/Res. No. 263-25 <br />Your Committee on Governmental Operations and External Affairs, to which was referred Resolution <br />No. 263-25, reports as follows: <br />Resolution No. 263-25, transmitted by Director of Parks and Recreation Clayton Honma via Communication <br />No. 422, dated July 23, 2025, authorizes the Mayor to enter into an intergovernmental agreement with the State <br />of Hawaii, Department of Hawaiian Home Lands, to collaborate to provide controlled access through land <br />identified by Tax Map Key Nos. 2-1-013:005 and 006, also known as Lehia Beach Park. <br />Resolution No. 263-25 allows the County and DHHL to collaborate in providing safe and secure access for the <br />public and other community members who utilize the beach park property. <br />Committee Member Matt Kaneali`i-Kleinfelder put forward a motion, seconded by Committee Member James <br />Hustace, to adopt Resolution 263-25 and forward to Council with a favorable recommendation. <br />Director of Parks and Recreation Clayton Honma was present in the Hilo Chambers asking for support and <br />mentioned that the County of Hawaii has multiple gates that go through the homestead, and that the security <br />cameras will help minimize any illegal activity happening. <br />Committee Member Matt Kaneali`i-Kleinfelder asked why the Department of Hawaiian Home Lands does not <br />provide funds when the County of Hawaii maintains the facilities.
