Your Committee on Governmental Operations and External Affairs, to which was referred Resolution
No. 265-25, reports as follows:
Resolution No. 265-25, transmitted by Director of Parks and Recreation Clayton Honma via Communication
No. 424, dated July 31, 2025, authorizes the Mayor to enter into an intergovernmental agreement with the
United State of America, Federal Aviation Administration, for the lease of real property at the Gilbert Kahele
Recreation Area.
Allows the FAA to place weather instruments on an existing water tower and to install a platform and frame
for associated equipment.
Committee Member Matt Kaneali`i-Kleinfelder put forward a motion, seconded by Committee Member James
Hustace, to adopt Resolution 265-25 and forward to Council with a favorable recommendation.
Director of Parks and Recreation Clayton Honma was present in the Hilo Chambers asking for support.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose and intent of
Resolution No. 265-25, and recommends its adoption.
