COUNTY OF HAWAI`I <br />STATE OF HAWAI`I <br />RESOLUTION NO. 3®O 25 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO WAIMEA HAWAIIAN <br />HOMESTEADERS' ASSOCIATION, INC. TO ASSIST WITH EXPENSES FOR THE <br />73RD ANNUAL PANIOLO PARADE. <br />WHEREAS, Waimea Hawaiian Homesteaders' Association, Inc. (WHHA) is a 501(c)(3) <br />nonprofit organization whose mission is to support native homesteaders in utilizing agricultural, <br />lands, develop economic opportunities, and foster self-sufficiency on designated residential, <br />agricultural, and pastoral lands; and <br />WHEREAS, WHHA operates the Aloha Festivals Island of Hawaii, which includes the <br />73rd Annual Paniolo Parade as part of its Paniolo Festival Week; and <br />WHEREAS, the Department of Parks and Recreation supports diverse recreation <br />programs while fostering cultural appreciation; and <br />WHEREAS, for over 70 years, the Paniolo Parade has stood as a beacon of Hawaiian <br />cowboy identity, celebrating the legacy of Native Hawaiian contributions to ranching and <br />agricultural life, while providing attendees the opportunity to engage with authentic Hawaiian <br />equestrian customs, including the art of pa`u riding; and <br />WHEREAS, the Paniolo Parade is the highlight of the Paniolo Festival Week, a <br />weeklong celebration of paniolo culture from September 13-20, 2025, dedicated to preserving <br />and promoting Hawaiian culture, language, arts, and traditional practices; and <br />WHEREAS, WHHA is requesting funds to cover tent, stage, and sound equipment rental <br />expenses for the 73rd Annual Paniolo Parade, which will serve a public purpose by benefiting, <br />improving, or promoting the interests of culture and the arts, as well as an educational <br />opportunity; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in <br />accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as <br />amended), Contingency Relief funds from Council District 9 are hereby transferred to the <br />Department of Parks and Recreation to provide a grant to Waimea Hawaiian Homesteaders' <br />Association, Inc. for the expenses and purposes identified in "Exhibit A," a copy of which is <br />attached hereto and incorporated herein by reference, in the following amount as set forth below: <br />
