RESOLUTION NO. 3®O 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO WAIMEA HAWAIIAN
HOMESTEADERS' ASSOCIATION, INC. TO ASSIST WITH EXPENSES FOR THE
73RD ANNUAL PANIOLO PARADE.
WHEREAS, Waimea Hawaiian Homesteaders' Association, Inc. (WHHA) is a 501(c)(3)
nonprofit organization whose mission is to support native homesteaders in utilizing agricultural,
lands, develop economic opportunities, and foster self-sufficiency on designated residential,
agricultural, and pastoral lands; and
WHEREAS, WHHA operates the Aloha Festivals Island of Hawaii, which includes the
73rd Annual Paniolo Parade as part of its Paniolo Festival Week; and
WHEREAS, the Department of Parks and Recreation supports diverse recreation
programs while fostering cultural appreciation; and
WHEREAS, for over 70 years, the Paniolo Parade has stood as a beacon of Hawaiian
cowboy identity, celebrating the legacy of Native Hawaiian contributions to ranching and
agricultural life, while providing attendees the opportunity to engage with authentic Hawaiian
equestrian customs, including the art of pa`u riding; and
WHEREAS, the Paniolo Parade is the highlight of the Paniolo Festival Week, a
weeklong celebration of paniolo culture from September 13-20, 2025, dedicated to preserving
and promoting Hawaiian culture, language, arts, and traditional practices; and
WHEREAS, WHHA is requesting funds to cover tent, stage, and sound equipment rental
expenses for the 73rd Annual Paniolo Parade, which will serve a public purpose by benefiting,
improving, or promoting the interests of culture and the arts, as well as an educational
opportunity; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Parks and Recreation to provide a grant to Waimea Hawaiian Homesteaders'
Association, Inc. for the expenses and purposes identified in "Exhibit A," a copy of which is
attached hereto and incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this

of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.

For over 70 years, the Paniolo Parade has stood as a beacon of Hawaiian cowboy Identity and the legacy of Native Hawaiian contributions to ranching and agricultural
life. Held in Waimea, where Parker Ranch once preserved the Hawaiian language and traditions through its operations, the parade offers residents, homesteaders, and
visitors a rare chance to engage with authentic Hawaiian equestrian customs, including the art of pa u riding — a tradition deeply rooted in Native Hawaiian womanhood,
dignity, and resilience. The parade is a highlight of Paniolo Festival Week, a weeklong celebration of paniolo culture from September 13-20, 2025, which Is part of the
larger Aloha Festivals of Hawaii. This annual festival is dedicated to preserving and promoting Hawaiian culture, language, arts, and traditional practices, aiming to
educate, inspire, and connect both kama'aina and visitors with Hawaii's rich cultural heritage.

The Waimea Hawaiian Homesteaders' Assodation operates the Aloha Festivals Island of Hawaii, which Includes the 73rd Annual Paniolo Parade as part of its Paniolo
Festival Week. Festival Director Kumu Micah Kamohoalri leads the event and reports to the organization.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public
benefits and fulfills a public purpose within the County.

*56. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these funds.
These funds will go directly to support our 73rd annual Paniolo Parade efforts. The $3,000 received will be used to cover the stage, tent, and sound system rental costs
for the 15 announcer booths placed along the parade route. The Waimea Hawaiian Homesteaders' Assodation aims to produce a highly Impadful and culturally
enriching Paniolo Parade that celebrates Waimea s ranching legacy and Hawaiian heritage. The event is projected to draw over 3,000 attendees and will feature at least
20 pa'0 riders, 10 marching units, 5 school bands, and 15 community floats or equestrian entries. The parade will also include more than 10 cultural demonstrations and
educational exhibits highlighting paniolo history, hula, and Hawaiian traditions, with 1,000 printed programs distributed to share mo olelo and historical content. Over 100
local volunteers will support the event and at least five schools or youth organizations will participate, fostering Intergenerationai leaming and community pride. An
estimated 25 local vendors and artisans will benefit from economic opportunities, while nearby businesses are expected to see a surge In customer traffic. A post -event
media campaign will be launched to reach a minimum of 10,000 people through social and traditional media. Additionally, 300 event participants and attendees will
complete feedback surveys to help measure the event's success and guide future improvements, with a final report compiled within 30 days of the event.
