In a June 2, 2000 letter to you, Ms Reno, Ted Hong, an assistant corporeiion counsel
used the Corporation Counsel letterhead requesting clarification on the la-r'iiy of
Hawaii County Police Chief Wayne Carvalho signing certifications for feck,.I grants
because of the civil judgement against him. s

competence of Chief Carvalho to lead the Police Department. The Chief vrc. found civilly
liable for fixing promotions within the Police Department, yet he continu - head that
same department.
A direct quote from Mr. Hong's letter to you states that "Currently, Chic°C. alho is

I am a concerned. citizen, gtending the-Police Commission meetings, folio= =-g the

handicap zone in front of a Hotel. He got a ticket. He claimed that he was cn
permission by the;managar to. park there, that he always pstks there. He eve:, COW a

we saying to federal laws? To the disabled? To responsible people: who obn, the law?
What is this.little incident saying about the pattern of corruption within the Police
Department,
I am not a msdju mW*ug advocate. I am a law abiding, responsible citizen:

tax payet3 who pay for W..Hong to do a professional job. He is doing us no favor when
he saheb its, tries to get an opinion from you to 'reassure the Police Commission' in
favor of the Police Chief and gives you a slattted view of good citizens.
Mayor YamasWty and Mr. Wurdetnan, I expect you to apologize for defaming the good
citizens on behalf of Mr. Hong if you can't get him to do it on his own and :vitblish that
