The Chief vrc. found civilly liable for fixing promotions within the Police Department, yet he continu - head that same department. He is doing us no favor when he saheb its, tries to get an opinion from you to 'reassure the Police Commission' in favor of the Police Chief and gives you a slattted view of good citizens.
