The use of this term is based on an assumption that we are sustainable now or that we know what it is to be sustainable. This claim is not substantiated in the plan. It is an empty term, or better put - word magic. The plan then goes on to project this idea into an undefined sustainable future. Here is the obvious question: Are the presently homeless people, the unemployed people, the underemployed people and their families, are they all presently sustainable? If so, then how many homeless, unemployed, and underemployed people are we going to accept as sustainable in the future? Should we have more? If not then provide proof of how any action in this document addresses this fundamental human requirement of meaningful existence. Is building more "affordable housing" or more homeless shelters an example of a sustainable society? How much more affordable housing should we have? Is this an example of thriving and vibrant? I think not. One must conclude that this plan is not realistic in its assumptions, and, therefore the plan's vision of a thriving and vibrant future is only a fantasy. Thriving: to grow vigorously: flourish: To gain in wealth or possessions: prosper Vibrant: pulsating with life, vigor, or activity Stakeholders While this plan spins an unrealizable fantasy future for the unwary reader, it simultaneously "sneaks" the concept of "stakeholders" into the plan. The door is now wide open to all manner of entities to take part in influencing the planning and development of Hawaii County. Do you seriously think that we believe that the working inhabitant of the Big Island, who in reality holds 1, 2, or 3 jobs, will have the wherewithal to influence you, the council, after this? Public -Private Partnership The wealthy around the world will have a codified place in the halls of County Government to legally involve themselves in yet another concept that is "sneaking" in. The public -private partnership; is an arrangement that usually turns over publicly funded infrastructure to wealthy private interests allowing them to profit from taxpayer paid -for infrastructure. Date 'JUL 2 9 202 For the July 29,2025 County Council meeting, on GP 2045 page 2 of 2 Where is the Model? This plan must be rejected and re -envisioned by real inhabitants of Hawaii Island. Real conditions need to be modeled. A mechanism must be found to protect the people from the wealthy predators who see the goal of increasing their monetary value as their prime motive force. The Council's mandate in planning is to improving the general welfare of the inhabitants. You must use real information, not pie in -the -sky, arm waving talking points from international think -tanks, funded by the wealthy. Trash this plan and start over.
