Subject: Testimony on Bill 66 - General Plan 2045
Aloha, my name is Kalei Kailikii, 39 Lemamo Street, Hilo, Hawaii submitting my written
testimony on Bill 66 -General Plan 2045.
I adamantly oppose Bill 66, General Plan 2045 for the following reasons:
1. General Plan 2045 was researched by myself and hundreds of thousands of
people throughout the United States. We have evidence that this General Plan is created
by the United Nations, the origins from Agenda 21 which makes this Plan treasonous.
Why? Because our elected representatives are not receptive to this investigative fact, they
are not questioning testifiers to substantiate these facts, & most importantly, elected
representatives by voting on any part of General Plan 2045 are completely ignoring the
"voices" of their constituents.
2. Stakeholders as defined in the General Plan 2045 states:
"is any individual, group, or organization that has an interest or concern in a particular
project, decision, or activity and can be affected by its outcomes. Stakeholders can include

a wide range of entities, such as employees, customers, suppliers, investors, government
agencies, community members, and non -governmental organizations. They can influence
or be influenced by the objectives, policies, and performance of an organization or project.
Effective stakeholder engagement and management are crucial for the success and
sustainability of any initiative, as it helps ensure that diverse perspectives and interests
are considered."
Literally, anyone, any company, any organization, any corporation, any foreign owned
corporation, e.g. China, Germany, Russia - why is that important for Hawaii Island's
General Plan 2045 (future Hawaii Island people)? I have my answers, but I address this
question to Jeff Darrow, Planning Dept. Director, the Planning Commission, the Mayor,
and all of the Hawaii County Council members. I will follow up in writing to get this
question addressed as hundreds of testifiers have spoken against having Stakeholders in
this Plan.
3. Sustainability - this Glossary word & definition is proof that the General Plan
2045 is from the United Nations. That information was hand delivered to the Mayor
4. Climate Change - is defined in the Plan. What is missing is weather modification,
geo-engineering, weather alteration, cloud seeding (nickname: Chem -Trails). Also,
currently Robert F. Kennedy Jr. the current head of HHS is pushing for the Congress to
outlaw cloud seeding or Chem -Trails. Evidently our elected representative, again are
displaying lack of knowledge on climate change and man made weather medications
(since 1960s in effect being used by the US Military & the US Federal government).
5. Land Use - creating two (2) new zoning 1. Recreation & 2. Natural. Why are these
two new zonings being created for the future generations? Land use or land ownership is
one of the most important aspects of how the manipulation to change land
usage/ownership is being developed in General Plan 2045. This is of great concern,
simply put, all landowners must reject General Plan 2045 IF they want to safeguard their
properties and protect their children's rights to inherit these lands. Property taxes need to
phase out or reach a ceiling cap. This is possible for long time owners and kept in the
family situations. This is not new. The most crucial element in any General Plan is
protecting the rights and ownership of long time Hawaii Island landowners. Again, our
elected representatives, our government should never make laws or General Plans
allowing foreigners to come to Hawaii Island & have a voice, make decisions, buy
properties, invest, et. That is not why we elect any of you, & that is not what our
government is mandated to do. Hawaii Island residents elect you, not foreigners.
I'll end my testimony with my observations on how Hawaii County run these
important hearings: 1. The Hawaii Island residents, voters, people do not get sufficient,
current notices of these hearings, testimonies, etc. 2. The few of us that attend these
hearings are given 3 minutes (I was given 2 minutes at a Covid hearing) and I wish it was
at least 5 minutes. The protocol that is used in these oral hearings should be changed to
using a TV screen to warn the speaker of 30 seconds remaining. If speaking beyond 30
seconds warning a light bell tone may be used. I experience these protocols in the Dept. of
Hawaiian Home Lands Lessee meetings/hearings. As technology improves, so should the
protocols at the Hawaii County level. I must commend the Hawaii County employees
who are charged with providing guidance, & assistance at these hearings as they are
pleasant, respectful, knowledgeable, hard working, and sincere. Mahalo to them!
