If I would have been notified of the July 9th hearing as requested several times, I would have testified that the Plan should have been outright rejected as unconstitutional and returned to the Planning Department because their Change Map has incorrect lava flows on TMKs, including mine, in Lower Puna. Not only my land, some of my surrounding neighbors are shown covered in lava when they are not. How can the County Council hold hearings when the maps are wrong? If they are wrong in Puna, where else are they wrong??? Also, I would like to know how landowners were notified of the unilateral zoning change of their property in the 2045 GP? If landowners aren't given real notice of the zoning changes properly through the mail (i.e. with their real property yearly assessments) and don't know to complain or attend a council hearing, is that just tough luck for them and they lose their zoning and they would have to pay $500 fee to challenge the zoning?
