Written Statement in Support of Resolution 234-25
To the Honorable Members of the Hawaii County Council,
I stand in strong support of Resolution 234-25, which urges the
State of Hawaii to protect the health, safety, and cultural integrity
of Hawaii Island residents by requesting the military to
immediately cease all bombing and desecration activities at the
Pohakuloa Training Area (PTA), rejecting land swaps and lease
renewals with the military unless robust stipulations are
established, and conducting a thorough Ka Pa`akai analysis of the

The recent denial of the U.S. Army's Environmental Impact
Statement (May 2025) by the Board of Land and Natural Resources
(BLNR) affirms what many local residents, cultural practitioners,
and environmental stewards have long voiced: the activities at PTA
pose significant threats to ecological systems, Native Hawaiian
cultural sites, and community well-being. This resolution is a
necessary step toward restoring balance and justice on lands that
have endured decades of desecration.
The Ka Pa`akai framework is not merely a procedural tool —it is a
deeply rooted commitment to assessing impacts on Native
Hawaiian traditional and customary practices. Employing this
framework for PTA is vital to ensure that decision -making
processes reflect the voices and ancestral wisdom of Hawaii
Island's communities.

I urge the County Council and the State of Hawaii to center
malama `aina (care for the land), cultural integrity, and
environmental stewardship in all negotiations and decisions related
to PTA. Rejecting unchecked military occupation and requiring
genuine accountability will honor generations past and protect
generations yet to come.
Resolution 234-25 is not just a call for policy —it is a call for pono. I
