I am a concerned citizen who wishes to provide testimony in support of Resolution 234-25: Aloha Chair and Councilmembers, I am submitting this testimony in strong support of Resolution 234-25, which urges the State of Hawaii to take decisive action in protecting the health, environment, and cultural integrity of Hawai'i Island by: 1. Requesting an immediate end to bombing and desecration activities at the Pohakuloa Training Area (PTA); 2. Rejecting lease renewals or land swaps unless binding cleanup and restoration stipulations are in place; and 3. Conducting a full Ka Pa'akai analysis to safeguard Native Hawaiian cultural practices and sacred sites. The continued military use of PTA without accountability has led to well -documented contamination and long-term ecological harm. It also obstructs access to sacred cultural areas, violating constitutional protections for traditional Native Hawaiian practices. This resolution reaffirms the State's duty to uphold the Public Trust Doctrine and the Aloha Spirit, ensuring responsible stewardship of Hawai'i's land and resources for current and future generations.
