The Board of Land and Natural Resources (BLNR) in Hawaii utilizes Environmental Impact Statements (EIS) to
assess the potential cultural and environmental consequences of proposed projects. I -am grateful that BLNR
recognized the impending cultural, ecological, and environmental impacts and denied the U.S. Army's final
Environmental Impact Study in May 2025.
We ask our council members to SUPPORT Resolution 234-25 to further protect the contracts and laws we
have in our Hawai'i State Constitution by conducting a Ka pa'akai analysis on the area to ensure the health
and safety of Hawai'i Island Residents. We ask the military to cease all bombing and desecration activities on
the Pohakuloa Training Area, Rejecting Land Swaps and Lease Renewals with the Military until specific criteria
within this resolution have been met.
Lastly, I have been noticing a significant increase in the number of dead birds near the playground of the
Gilbert Kahele Recreation Area. During a road trip to Hilo, I counted more than four dead birds in close
proximity to each other in this park near the playground on two different occasions. I found it highly alarming
that I no longer take my family to this park to play and rest. I hear the shootings and see military practice
dropping things from the sky, and observe when it is dry, the dirt flying through the wind and blowing all over
the place. It gets on our car and I stay in the car so as not to breathe the air near the Pohakuloa area.
