Subject: Testimony Supporting Bill 51
Aloha a Councilmembers,
strongly support Bill 51, which prohibits the feeding of feral animals on County of Hawai'i property. This measure is
critical to protecting our endangered native species, including the nene, from the devastating impacts.of invasive
predators like feral cats.
As someone who has observed feral cats in my neighborhood, I am deeply concerned about their threat to native
wildlife. Feeding these animals only sustains harmful populations that prey on endangered birds and spread deadly
diseases like toxoplasmosis. Just this year, a nene gosling died from this parasite after being exposed to cat feces in a
public park —a preventable tragedy caused by irresponsible feeding.
Feral cats are not the only problem. Unregulated feeding also attracts pigs, goats, and chickens, which destroy habitats,,
spread disease, and degrade public spaces meant for our community's enjoyment. Parks should be safe for families, not
overrun by invasive animals sustained by human handouts.
Some may argue for permitted feeding, but this would only prolong the harm. Feeding feral cats does not reduce their
numbers or their impact on native species —it makes the problem worse. If we truly care about conservation, we must
prioritize Hawai'i's endangered wildlife over invasive predators.
Bill 51 is a necessary step toward healthier ecosystems and safer public spaces. I urge you to pass it without exemptions
that undermine its purpose. Mahalo for your commitment to protecting our native species.
